Since 1 July, roughly 100K non-EU students without a scholarship have lost the โ‚ฌ200 of housing benefit that covered a corner of their rented room, on the principle that no French taxpayer should fund the rent of some wealthy Texan undergraduate. The Texan is a rhetorical prop. The queue for emergency student aid, where foreign nationals already make up 62% of the line, is not. The saving comes to about 1% of the national housing-aid bill, which raises a sharper question than the government intended: if stripping the benefit from 100K people barely moves the total, where does the other 99% go?

Into the owner’s pocket, mostly. Subsidise the buyer of something whose supply cannot stretch, a flat, a university place, a field, and the price rises to swallow the help. The tenant is made solvent by exactly enough for the landlord to lift the rent by the same amount. In France, roughly 80 cents of every housing-benefit euro leaks into higher rent. The trick travels well. In America, each extra dollar of federal student loan pushed tuition up by around 60 cents, which is how a programme sold as helping students ended up funding campus lazy rivers and administrators’ pay. Across the EU, farm cheques written for farmers capitalise into land, and non-farming landowners quietly bank something like a tenth of the entire agricultural budget. One machine, whatever the scarce asset: aid for the needy, delivered to the propertied.

The broad, untargeted version is the costly one, the one that does the actual price-inflating, and precisely the one no minister dares touch, because its beneficiaries are many and they vote. Toughness gets performed on the cheap instead. The chosen slice has to be small enough to spare the budget and unpopular enough to earn applause, and the foreigner obliges on both counts. Governments are not even wrong about the racket underneath. Blanket housing aid does mostly enrich landlords, cheap credit does inflate tuition, farm subsidies do fatten land values. They simply ended the racket for the one group that never captured a cent of it, and mounted guard over the 99% that keeps the owners fed.

By the arithmetic, the โ‚ฌ200 those students lost was mostly their landlord’s to begin with. They were the couriers, walking public money from the state to the property owner and taking the bruise for it. Remove them and nothing comes home. The money keeps flowing to the owners it always served, short one set of hands it used to pass through. The students join the food queue. The rent does not move. A country that told them they were the problem has managed only to clear the witnesses from the scene of its own quiet redistribution upward.
