๐ข Loaded Manifesto
Cargo gets a check, warplanes get warmed up on autopilot.
This spring, in the middle of the Iran war, a Chinese cargo ship spent a few hours as the most dangerous object on earth. A special operations analyst had asked a chatbot to read its manifest, blending open sources with classified signals intercepts. The machine returned a verdict: components for a nuclear weapons programme. A second prompt dressed it in the headers and fonts of a proper intelligence summary, and up the chain it went. Planes took off. Armed personnel prepared to board. Just before the operation, someone read the thing closely enough to notice that its central fact came from a language model prone to apophenia, the knack for finding patterns where there are none. Which chatbot is unsaid, a detail either classified or embarrassing, probably both.
The Department of War, as it now calls itself, spent that spring making an example of the one supplier that wanted a human between the model and the trigger. Anthropic refused to let Claude run autonomous weapons or surveil Americans, was declared a supply chain risk in March, and was told no vendor would be allowed to insert itself into the chain of command. Pete Hegseth added that warfighters would never be held hostage by the ideological whims of Big Tech. Grok, meanwhile, had reportedly entered classified systems in February with no whims to speak of. In late August a federal judge called the blacklisting illegal and baseless. By then a chatbot had inserted itself into the chain of command anyway, on one prompt asking it to look official. The warfighters were not held hostage by ideology. They were held hostage by autocomplete.
That the analyst did something stupid is a defensible opinion. But the January memo ordered the department to be AI-first, the FY2026 request carved out $13.4B for autonomy, and on 10 September the general running Pentagon networks admitted that AI had multiplied zero-day holes tenfold in systems nobody had properly upgraded in nearly 30 years. AI-first, on plumbing from the Clinton era. Blaming the one person who followed orders is the building’s oldest form of accountability. Intelligence has always been vulnerable to formatting. In February 2003 a vial and a slide deck carried a case for war to the Security Council, and an entire agency had spent months manufacturing that certainty. Now it takes two prompts and no lunch break.
The ship sailed on with whatever it was carrying. Two nuclear powers came within one careful reader of an armed boarding over a paragraph nobody wrote. The safeguard that held appears in no budget line and no memo: an official who, with planes already airborne, chose to read the whole report. A doctrine that relies on that reader turning up every time is not a doctrine. There is no joke sharp enough for the morning the reader is late.
