Good morning!

Norway's oil fund owns 1.5% of every listed share on earth, about โ‚ฌ2,000B, and this year paid for a quarter of the state budget, โ‚ฌ54B. Parliament created it in 1990 as a rainy-day account, and in 1996 the central bank parked the first NOK 2B in bonds too dull to watch. Since 2004 an ethics council has thrown 220 companies out of the portfolio, and the government is now rewriting its rules. An independent commission reports this month on whether the fund may finally buy Lockheed Martin. The company has been banned for two decades over nuclear weapons work, though Norway's air force flies its F-35s. Parliament votes next June. Last year, when the council came for the fund's biggest holdings, the government simply switched it off.

Each government may skim 3% of the fund a year, roughly its real return, and no statute stops it going further. Norwegian households do the policing. They carry heavy floating-rate mortgages, so a minister who splurges invites the central bank to raise every family's repayments. Governments have broken the cap only in emergencies, the 2008 crash and the pandemic. That crash cost the portfolio 23%, and NBIM, the central bank arm that manages it, kept buying shares. The children the fund was saved for, born around that first deposit, are now 30, and their monthly repayments are what keep the cap honest.

Norway built the fund so its economy would never hang on one commodity. It now hangs on one mood. The 10 biggest holdings, Nvidia, Microsoft and Alphabet among them, make up more than 20% of the stock book, which is itself 72% of the portfolio. In August Nicolai Tangen, NBIM's chief executive, warned Norway's annual political festival that the fund could vanish. He described an AI bubble bursting during a US-China trade war and wiping out at least 80% of stock values. Norway will not dump its tech stakes on a point of principle. Last November the ethics council threatened to force the fund out of Microsoft, Alphabet and Amazon over their work for the Israeli government. The cabinet, with finance minister Jens Stoltenberg out front, rushed a bill through parliament and froze the watchdog instead. Back at the ministry after a decade running NATO, the same man now oversees a fund barred from owning the jets the alliance flies.

Britain drilled the same sea and burned through the proceeds. Norway saved them, and can now pay for its pensions and its rearmament without borrowing. A country that spent 30 years making sure its grandchildren would not live off oil has succeeded brilliantly. They will live off Nvidia. Tangen reminded his compatriots this summer that no nation in history has held on to a fortune this size for long. NBIM's website shows the fund's value live, down to the last krone. It shows nothing about how long.
