France is running a national pageant called ยซย 100 unicorns by 2030ย ยป, one of Emmanuel Macron’s less-advertised targets, and Friday morning delivered another entry. Morpho, a decentralised lending protocol run from a 70-person Paris office, was welcomed into the club by Anne Le Hรฉnanff, France’s third junior minister for AI and Digital in eighteen months, a former canned-fish and rum executive who spent the previous decade running a solo digital consultancy in Vannes. Morpho has never been valued at a billion dollars by anyone who actually signed a cheque. Doctolib sits at $5.8B because its cap table says so. Mistral at $14B for the same reason. Morpho Labs, founded by Paul Frambot at 25, has raised $73M in equity since inception. The real enterprise value is a fraction of the advertised billion. The rest is a cosmetic figure manufactured on Binance and laundered into a cabinet press release.

The trick is cleaner than it looks. The protocol sits behind a separate legal entity, the Morpho Foundation, which in November 2024 issued a token called MORPHO, total supply 1B units. At Friday’s spot price of roughly $1.20, multiplied by that supply, the fully diluted valuation comes out at $1.8B. This arithmetic works exactly once, in a spreadsheet, and collapses the second anyone tries to sell size. Nobody has paid $1.8B for Morpho. Nobody has paid a billion. The number exists because crypto aggregators compute it and business desks dutifully copy it across. A minister whose portfolio is literally named after digital competence then retweets the error.

The winners list tells the story. a16z, Pantera, Variant, Ribbit and Coinbase Ventures wrote equity cheques in 2022 and 2024. The parallel token emission gives them a second, liquid, exchange-listed revenue stream with no legal connection to the Paris SAS at all. In February 2026, Apollo Global Management, $900B in assets, committed to absorbing up to 9% of MORPHO supply over four years, $112M spread to buy the unlock schedule. Translated back into grown-up finance, an institutional bagholder is being teed up to mop up insider distributions while retail pays full FDV on the open market. The underlying protocol is a real business: $12B in deposits, $4.3B in active loans, Coinbase, Kraken and SG Forge among the customers. Credit where due to Frambot and his team for building that. None of it justifies calling the thing a billion-dollar French company, because it isn’t one.

That a serving minister of Digital cannot tell the difference between a Series B valuation and a token market cap is, in the grand scheme of 2026 embarrassments, minor. That half the specialised press swallowed the same framing is worse. The 100-unicorns target was always going to end here, in counting methods loose enough to let a token listing close out Paris Blockchain Week as a fundraising round that never happened. The real discomfort is that the people appointed to understand these distinctions evidently do not, and they are the ones writing the rules that come next.
